California becomes first state to regulate AI companion chatbots

California is moving forward with a bill—SB 243—to regulate AI companion chatbots. This aims to protect minors and vulnerable users. If these rules become law, the state will be the first in the U.S. to set safety standards for chatbots that serve as friends or emotional companions.

Key Points:

• What are “companion chatbots”? These AI systems are made to have human-like, emotional conversations. They act as social or emotional companions.

• Prohibited Content: The bill would prevent companion chatbots from discussing suicide, self-harm, or sexual topics.

• User disclosures & reminders: Platforms should regularly inform users, especially minors, that they are engaging with an AI, not a real person. They might also suggest taking breaks.

• Transparency & accountability: AI companies would have to submit annual reports, maintain transparency about operations, and be liable if they violate the rules.

• Legal recourse for users: People who believe harm was done because a chatbot broke the rules could pursue legal action (damages, injunctions).

• Timing & implementation: If signed, the law would take effect January 1, 2026.
